Infusions to be distributed with core - decided

As we promised, the vote we have on the 8 site concludes today and "Forums" have been given an overwhelming 40% of the votes.

Hence we deem that the community has spoken and will include Forums as the 8th infusion in the download package of PHPFusion 8.
